If a security is an investment and an annuity is an investment why do they fall into separate government jurisdictions?

What's an annuity
The gross domestic profit of your anus.
So bullshit
my anus's domestic product is quite gross
also broven I might be wrong but I'd assume it's because annuities are basically you paying your own money into something just to have it distributed back to you at a later time, while securities typically involve stocks/options that themselves have their own government regulatory agency with the SEC and whatnot
b/c annuities don't require regulated public information the way that stocks/options do, SEC is mostly just for the proper flow of company profitability info so you don't get fleeced investing in securities containing shitty stocks, annuities usually involve safer investments like bonds and shit
and not sure who the rep is in our area but I don't think so
This all makes an alarming amount of sense.
