confusing assignment guidelines

I have this extra credit paper to do, and reading the guidelines it's confusing to figure out what this paper needs to be. Naturally I should contact the professor, but classes ended on the 10th.

Anyway the guidelines say the paper needs to "offer a well informed theoretical explanation for a particular criminal justice policy and will be graded on use of empirical evidence in support of your arguments and hypothese"

This is giving me one of those "huh?!" moments and Im starting to think it's not a paper describing something like gun control, or capital punishment. Any help on explaining what that junk means will be appreciated.

this assignment isn't due until the 26th ( forgot to mention that) and this si just a thing he threw in since we had our final at the beginning of april.

If your professor can interpret it as an explanation of a particular criminal justice policy, then yes.

Whether he's looking for "Why do we execute people" or "How did we start using the electric chair as a method of execution", I'm not sure.

Yeah, even if classes ended on the 10th, if he is taking extra credit until the 26th he probably still checks his school e-mail. You should send him one if you're still confused.

I did at around the time I posted this, figured this to be a quicker way to get an educated answer so I can put the finishing touches on my paper.
