I will say that this tool is obviously going to lead to many many functions as the end showed. On it's own merits, I think it's obvious there are points on reducing and increasing size that the picture loses it's realistic look, but this can be said for pretty much ever tool ever.

Someone has implemented this in Flash. It's pretty slick, especially if you start out with a high-resolution image and try to make scale it upwards.
