OPs not working?

I dunno whether this is a legitimate problem, but I figure I'd ask in case anyone else was experiencing it.

I was headed to Xarc to duo with a friend on my SCH, and figured I'd OP over. When I got to the OP guy, for whatever reason, Valdeunia wasn't there. (I'm Bastokan, the region is San d'Orian this week). I'm 100% positive I have that OP. My friend, also Bastokan, had the same problem.

Is this something like Bastok not having enough influence in the region? I've never had the problem where I couldn't OP because a region was owned by another nation, but maybe I'm just missing something stupid.

What level were you?

Need to be at least level 40 to OP to Xarcabard. I'm not up to date with the solo/duo camps, so just wanted to throw that out there.

They don't show up on the list if you aren't high enough level to use them.

It should still be on his list though. Sounds like a legit problem, call a GM would be your best bet.
