There are 1440 minutes in a day, say for an average Soboro fight it takes 10 minutes from pop to kill. Add in the 15 minute repop timer, and you have 25 minutes from when you pop one cluster, to the time you can pop another one. If you spent all 24 hours in a day doing nothing but Soboro runs, you would be able to pop and kill about 57 of those. Say the drop rate is 50%, and you get 28 swords.
Now let's change the repop timer to 5 minutes, resulting in 15 minutes from one pop to the next. If one spent all 24 hours fighting a cluster, you could kill 96 of them, meaning 48 swords were dropped (assuming a 50% pop rate). Nearly double the amount of swords dropped in this scenario, which is what I assume SE's logic is here. The less a server populaton can pop something, the more rare the item will be, and the longer someone takes to get their item, the more money they make.
