I'm curious how Ranpi-Monpi speaks in the french version of the game.

That's want Ranpi-Ronpi says in French when you are currently are on "A Crisis in the Making", and now you have to find a French person to tell whether it sounds French. ^^
In German he throws in some French terms during the quest speech and talks with something approximating a French accent.
Otherwise, German Tarutarus generally don't do appending of ~aru, I think we have less convient words ending in "t" to do that. German Tarutarus generally will do "botched" repeating of words.
Example from Funpo-Shipo who is on the way to Ranpi-Ronpi, he says "reden-weden" and "Puppen-Wuppen". "Reden" means "talking" and "Puppen" means "dolls", but the "repetition" are nonexisting words (although I think I also saw Tarus with real, but nonsensical words for the repetition). So basically German Tarutarus use the male naming scheme.
The French Funpo-Shipo seems to have a repetition going on, too (auto-automates, poupon-poupées)

Are there any Tarus in the French version that speak with heavy American English accents?
Like... "Zis eez french" or "mama mia! itsa italiana!", etc. only an american english stereotype in a foreign language, rather than french or italian as in my examples.
and what about rhyming?
like the three little ones in the COP missions.. they like to rhyme a lot IIRC.

Does Shantotto have a different laugh in other languages? And does she still rhyme?
In Japanese no Taru has any foreign accents as far as I remember.
Some tarus have some kind of speech "gimmicks" like the Fenrir taru speaks in っぺ which sounds like dialect from the countryside. But they don't sound like children much.
Shantotto doesn't rhyme but she has the "ohohohoho~" laugh. She speaks in rather typical "haughty rival female character" speech, with polite forms and a rather feminine way of expressing herself. She often sounds like a teacher lecturing small children, also. But sometimes in the middle of that she will use violent slang, giving it some contrast.
In french:
Tarus sometimes put -taru on the end of some words (tete -> tetutaru) but you don't normally pronounce the t at the end of a word so it's rarer than in english from the NPCs I sampled.
They also do the botched repeating that Frenzy mentioned.
Shantotto laughs "Ohoho!" and does still rhyme. Koru-Moru puts "-ification" on the end of words (I think he puts -ify on the end in english, can't remember too well.)
The Mithra still rrrrrrroll their rrrrrrrs.
