FFXI POL-0019 (probably not ISP or SE-related)

I know that the error has been encountered multiple times in the past, but they were mainly due issues on the ISP or SE's side, which I'm pretty sure is not what's happening here.

So I recently got a new laptop (64-bit Vista) and keep getting POL-0019 when I load up POL. My old laptop (32-bit Vista) can still connect and login without problems, and they're both on the same wireless network. I have Comcast cable if that matters any.

I don't see any port settings for POL, and from my network monitor (I use the same version of Kaspersky Internet Security on both computers), it looks like POL uses a random port every time anyway. I did try to completely disable Kaspersky on the new computer, but still get the 0019, so I don't think that's the issue. Both Windows Defender and Firewall are off as well (on both computers).

I also tried to move over the entire PlayOnlineViewer folder from my old computer (exact same install paths on the two computers) but the POL-0019 persists. I didn't get the new security token yet if anybody was wondering. Also, I'm using the Vista POL that's downloaded from here : FINAL FANTASY XI Official Web Site

Any ideas on what may be causing this? Thanks in advance for any feedback.

EDIT: I do not have any ports blocked, or access restrictions for the new computer's connection.

This is relevant to my interests. Starting this morning, I haven't been able to connect to POL and am getting this same error (POL-0019) on my PC, laptop and xbox 360. I can connect to the internet fine, but I cannot access playonline.com either. I have avast on both my computers, and other than a security update on the PC, nothing has changed on either of them. The laptop has not been updated in any way and I was able to log in with my xbox fine last night. Any ideas?

It's been the same for me (POL-1160), 4h ago I could log in fine but not anymore. People are reporting the same thing on ZAM so it's not just us I guess.
