I have used Winamp in the past for this. I believe it is still in the current (free) version.

Just download the free version...it's pretty much the whole program and can handle batches of files at the same time, you can choose the output format and then configure the encoder, and can even add your entire music folder to it.
It's also fantastic for fixing pesky mp3 file tags that Vista doesn't like changing.
Eh, you can just use iTunes.
Edit > Preferences > Import Settings > WAV Encoder.
After you set that once, all you have to do is to right click on any song and hit "Create WAV version".

I use winamp
iTunes would be the easiest honestly
Yeah, I told him that. He's quite stubborn and rather hates Itunes. He has nothing apple on his PC at all.
I hate itunes also! feels so bloated
There are other CD burning software packages that'll automatically convert MP3s when making an audio CD. Nero comes to mind. CD Burner XP can also do that I believe, and is completely free.
Just need to make sure he actually uses the options to burn an audio CD, not an MP3 CD.
In the past when I wanted to convert to WAV, I would just use the diskwriter plugin in Winamp.
