Beta clients/servers for new online games rarely have their network optimization code implemented, for one reason or another, which results in lag like that.

I couldn't really speculate why that is...presumably because optimization code relies on knowing the capacity load of the server and until they do some real stress testing they can't really know that metric, but I'm not sure.

I was asked what was wrong now with ffxiv, not if it would still be there by retail, given that lot's of things can change in any given span of time. I, and probably Sath, do not care if it's a beta or not, just that the UI sucks and is laggy.

You asked what I meant when I scoffed at someone complaining that the UI was laggy in a beta version of the game...so I obliged with my reasoning.

It's like complaining that the level cap is too low or they have/are restricting access to certain content since it's not important to their testing...it's a beta. Expecting a non-kinked/complete version of a game in that state is laughable, at best.

Sath never said "now" either, and the context of his post reads to me that he's evaluating whether or not it will be worth playing once it hits retail.
