Yeap, as long as your PS3's connected to your network it can stream media from your PC and PS3 Media Server or Tversity can cover any file types that PS3 doesn't support natively.
I don't think you understand my question so let me try to rephrase it (That sounded a bit rude, i didn't intend that at all.)

You'd need a capture card, you'd have to capture the signal, transcode it to something else and then serve it. VLC could likely do this, however you'd still need to use another program that is able to take a video stream and serve it to the PS3 also. I don't know of any other way of doing it and it is a very roundabout way of doing what you hope to achieve. For instance, you wont be able to change channel on the other box, there'll likely be issues with bitrate, packet loss and latency and it requires a reasonably decent PC to be transcoding, which can use a considerable percentage of your CPU depending on whether it's HD or SD material.
My advice, get an aerial connection in the second room and set up another receiver.
