GM's will only recover an item when they have the log for it's loss.
When you file for a recovery, they'll ask when and where, and then go through the zone logs for you actually dropping/losing the item in question, find the incident, and then restore exactly what you lost. If it's too long since you dropped the item, you won't get it back at all.
Dropping one DM earring and saying you dropped another will only get you the original one back. Don't waste your time or your recovery one-shot.

Anyway, this may potentially work, but I doubt it. You would have to go to the Shrine and say you just got the item. I don't know if their logs record items that you have received, but if they can see your log and can not find the Obtained: Whatever Earring That You Don't Want, they probably wont let you drop the item to obtain a new one.
