Do specific Promyvion teleporters bring to to specific third floors, or is it just completely random which floor you appear on?

Based on my experiences trying to get a Satiator remnant, it's completely random. I started writing down which port brought us to where, and a port that brought us to the 'correct' third floor the first time brought us to the 'wrong' third floor later on, and vice-versa.
