Well, the player obviously seems to want to leave his server and start anew. While multiple apps to LSs are generally frowned upon, I think it only really applies to the same server. If the person is looking to leave/shift worlds, going through the 1-2 week wait consecutively from different LSs wouldn't really work when they'd like to transfer somewhere else ASAP. So in that regard, its understandable.
