weird task manager glitch?

OK so my task manager has been like this for maybe 3 weeks now.

If you notice, there's no tabs or X button on the top of the window. A friend told me I could alt + f4 to close it, so that's what I've been doing, but I would like for this to be fixed if possible.

No idea what caused it to do this in the first place, but hopefully someone will know how to fix it.

Never understood in what circumstance someone would want to do this. Took me 20min first time to figure out how to bring back the top menu....
