Most likely a bought account. Bartel use to be in FrenzyLS, but quit last October. He posted on LS forums saying that he intended to sell the character. Gear wise, the character has a pimped out sam, e.body war, thf (th4 maybe?), and gimpy bard gear.

Slim chance its the original owner, but if it is, the guy went from Siren > Carbuncle > Slyph now. He was an okay guy.

Original Bartel was a nice enough guy for a while, though he did have a disagreeable streak. He quit the game in October, and has since sold his toon. No clue who this new dude is, the toon itself is well geared. But if you want/need/desire a TH4 THF, THF Gloves did not drop while he was with us, so he probably does not have TH4 (unless, of course, he obtained it since October.)
