Is there any way to limit bandwith being used on a network? My brother loves downloading shit all day and I run the network and I want to completely nerf how much he can download cause it makes all my shit laggy.

QoS if your router is a pos like the BEFSR41.

I assume he's younger than you? Run in there and check his cpu, if he's downloading too much shit just punch him. Remind him you'll do so every time you find him dl'in too much shit. Check frequently until you scare him into compliance.

As for apps, I had found one that could limit the amount of bandwith used by certain programs or even certain users on a single PC but I don't think it would work over a network or anything.

Does netlimiter work over a network? Again I don't want him to know I'm doing it and dont really have access to his computer. But I have the router and all that other stuff.

best way is QoS on the router, he'll never know and on some routers you can do it by mac so getting a new ip wont help

qos will own him, he will notice his speed getting owned when you're there taking priority and you'll just be like "iuno, working fine for me"

My router had a wireless qos option that was off I enabled it.. but I dont see anywhere on the router settings that would limit someone.

Yeah but I think he would notice having no internet. If I nerf his bandwidth he wouldn't really notice it as much and I can just say its all going slow or some bs.

Also I really hope someone can help. He bitches to my parents when I unplug him for being a douche and constantly downloading and vent/FFXI is super gay when everyone breaks off every 3 seconds.

Don't think the DI-624 supports QoS.
