most tv tuners come with Coax and composite ins... then you need video out on your video card or on your tv tuner if you wanna out put to a tv, if not then you wont need that stuff

If your video card has DVI, HDMI, S-Video (maybe its only In), or VGA out, then you can probably plug it straight into your TV.
Many video cards these days have TV-out in some form or another. Usually in the form of an S-video port with an included S-video to Composite (RCA) adapter. Many laptops also include a TV-out port.
You can also get a Scan Converter to convert VGA to S-video/Composite (for example http://www.compusa.com/products/products.asp?N=200366 ).
That's assuming you don't have an HDTV. Many larger digital sets have a VGA input and/or HDMI inputs that you could use, which will net you a much better picture. HDMI ports are essentially digital-only DVI ports that also carry sound, and adapter cables are pretty readily available for that.
So it depends on what you have on either side.
