i wouldn't think so, considering the refresh/regen drinks give the refresh/regen effect and icon, and can be stacked with food, which has its own icon.

I don't know about Sanction in particular but when leveling rdm low lvl the Sigil increased duration did not change the duration of grape juice I would use.

As explained by the rest already, drinks are not food.
Drinks give u Regen or Refresh (or both) effect and not food effect.

So.. No, it doesn't increase the Regen or Refresh duration.
