Effects filter broken?

Okay this has been driving me nuts, I want to filter all effects. I don't need to see twenty people in DA pro/shelling their party, or all the ballad/march/minuet spam in ANY party, yet when I turn the filters on in FFXI nothing happens.

Anyone else have this problem and know how to fix it? I've heard of others having problems getting filters to work and wondering if anyone knows what I can do about it, because seriously this is starting to drive me nuts.

It's incredibly retarded. If you turn the top one on, it apparently ignores every other filter you set unless you are actively fighting something. This is something I didn't know until today.
