Some shells mark them for tanks first and base it on who their main tanks are. Other shells are a lot more open about it.
My current shell lets people comment 2 items to lot and the mantle and ring are 2 separate items in that system. It's feasible that someone may lot it that can't use it as well as a tank but it's hard to know what everyone's jobs are too so there's no point in policing it without specifically assigning it to someone.
My previous shell was purely points based. I only had one job at the time and managed to get all the AF quickly and had a slew of points. Thus, I ended up with both shadow items before I had even finished PLD. In both cases I made sure the person below me wasn't someone who tanked for us regularly before deciding not to pass.
There's resentment on either side of the debate but the 'hand of god' x-people get to lot approach is probably the best option for the health of the shell.
There really is no right answer though.

Inverse gama function multiplied limited by the player's start date over the player's attendance record. Once this limiting function is calculated, we apply a poisson distribution to the entire set and then /random and pick one of the names.
If the person whose name is picked does not have war leveled, we remove them from the hydra lotting system.

My LS is a single run a week, Dynamis-only group. So we pretty much just run on points for loot.
Prior to doing DL, we poll for interest on the Shadow items. Mantle is offered for 75 PLDs only, pretty much, whereas we allow any job on the ring. Then it's just looking at points to figure on who can lot.
Probably not a perfect system, but it works well enough. We don't tend to target DL a lot anyway, especially not after the increased Xarc drop rates.
Hydra stuff...has never been an issue, since while we've won the other CoP areas, we haven't done a Tav run, for a number of reasons.
I run a bidding system when it comes to points.
Anyone is allowed to bid on any shadow items, although PLD and NIN have a pts bonus on their bid.
As far as Hydra gear goes, when it comes to each set we only allow those people with the available jobs to wear, unless its lolNPC gear.
The only difference is that the "Haubert" set is PLD priority over all other jobs that can wear it.
The best option would be to let your WARs lot them.
The only use for "tanks" in dynamis we have ever really found is xarc holding 2 NMs whilst other is being killed and any /nin job that can generate decent hate outside of melee damage can do that. A dynamis only ls has no real reason to limit shadow items/hydra gear to tanks because they likely won't benefit the ls as whole. This would also mean there is no reason to deviate from whatever your normal lotting procedure.
If however your ls does other stuff aswell whether it be ZNM/HNM/Limbus/etc it may work better to give them out depending on jobs because it will directly impact your ls. Obviously you would have to tailor this to suit what system your ls operates whether it is /point or points.
Also, I know some ls do bring plds to dyna which is fine (we do it on occassion for xarc) but they aren't tanks in the traditional sense, they are just trying to keep hate off mages while stuff gets slept or holding unsleepable mobs, there really is nothing in dyna that will last long enough to see any real benefit from these items. It just depends on what the ls does other than dynamis.
We have people interested in Shadow items list them in their wishlist, and as long as they have a tank job leveled (And we also count RDMs that have tanking setups), and regular attendance, they can lot.
In the event of a double drop, if someone wins the lot on one they have to pass the other, spread the love as it were.
You get points for showing up, and entrance to Tavnazia is a privilege for those who attend almost all runs (and have useful jobs). So getting hydra gear with us requires you showing up a lot and contributing to the shell.
I got my hydra haubert on a vacation test-run where points didn't count lol.
In our shell the leaders decide on criteria who gets shadow items, subjective but no one complained yet.
The first criteria for shadow items is that the player is able to use them, as in the job he gets them for it is a job he uses often. The rest consists of things like attendance, attitude, contributions towards the shell etc.
We are lotting with the help of a point system, Hydra items are included in that like "normal" items.
