Computer won't stop constantly reloading / refreshing

At a loss here with this problem. A few days ago, my computer started refreshing web pages every few seconds non-stop, making it impossible to browse. After a restart it would fix. But now it won't stop auto-refreshing not only web pages, but windows explorer as well, i.e., my computer area, networking, etc. Didn't matter if I used IE or firefox (normally use firefox). Cleared cookies, cache, history, etc.

I've tried reformatting (twice), disconnecting/reconnecting extra drives, scanned with avg, adaware and malwarebytes....found nothing. Updated all drivers and swapped out my video card for a working spare from my other desktop, same problem continues.

Even tried different monitors I have laying around, doesn't make a difference.

After reformatting, I can connect and download all window updates, no problem. Since I can't browse the web, I re-downloaded all basic programs on my laptop, then I can grab them from my home network. So connectivity is there.

Tried connecting directly to my cable modem and through the router, same issue. Using my laptop now with zero connectivity issues.

Anyone have any experience with this kind of problem?

Yeah, try a different keyboard. Preferably a basic PS/2 one that doesn't require any software or drivers to be installed.

I have a g15. Disconnected it, now seems to be working.
