Dual/Triple monitor issues (window placement)

So I've been using dual monitors for a while now without much issue. Windows tend to open back up on the monitor they are closed on, but since getting a cintiq (another monitor) I've been trying to get windows to open on it rather than on the 1st or 2nd.

For example, using photoshop if I want to open a new document the window that allows me to do that appears on monitor 1 rather than my cintiq (where PS is being used). The same goes for pretty much every program I use which tends to be a massive pain in the ass and majorly slows my work down.

So finally my question: Is there a way to save/set what monitor certain windows/programs appear on, either using windows (win7) normally or another program?

Displayfusion can. Windows 8 expands native multi-monitor capability a bit as well.
