This is less about Bush's ability to condemn genocide and the Dem's willingness to pull out a campaign issue when it's most convenient to them. They had ample opportunity before now to pass such resolutions but it wasn't politically profitable back then. This whole theatrical dance is the definition of 'Wedge issue.'

Not the best analogy since the German gov't is pretty up front with their holocaust history to the point that it's illegal to be a holocaust denier. The difference is that Turkey dosen't acknowledge that this was genocide specifically (it was), and this pisses Armenians off. They don't want this important part of their history to be swept under the rug.
