"As early" means that that's as soon as it can happen, but can happen ANYTIME after that.

As early as late November would mean that as soon as Nov 21st rolled around we should have been expecting something, but it could have come at any point afterward. Heck, the update could have come in January and SE's announcement would still be correct. They didn't give a range of dates, they gave an ambiguous date after which we could start anticipating the update.

SE could have been more clear, yeah. I would have said "Expect the update sometime after Late November"
