Hmmm..... Are you in one of the starter areas?
Right outside Batosk, San d'Oria, or Windurst seems like she's always up. (At least here on Odin.)

Her trigger probably is tied to the server, in that if no one has fed those sheep, She'll not be up.
Also: be prepared to give Her that much in fishies.
