He does it for the exp scrolls involved though, so he does the trick where u can keep checking NPC til it shows EXP scroll. One time, it took him a TON of checks to get to an exp scroll. And he would have to be crazy to pass up an assault breastplate or behemoth hide for 750-1500XP.
What Geno says is right. You make full inventory, and talk to the npc. From there on end, you can see what kind of prizes are available until he offers you an exp scroll. Unfortunately, you are unable to obtain the previous item you passed up =/
From my times, I have never seen an assault breastplate.
Also, someone said that 18 people is the placebo effect. It is probably true since 18 people are obtaining a prize, chances are stronger one of them will get an assault breastplate; in oppose to 1 person soloing the quest, and never seeing an assault breastplate.
