PS3/SCEE issue

So I went and purchased a PS3 today, for the sole purpose of playing FFXI, since my PC and PS2 blew up from an electrical storm.

The PS3 has been updated and everything else, so now I try to install POL and it says I need to download the PS2 emulator thingymabob at PlaystationStore.

I can't seem to find it anywhere. I goto the download list, and nothing comes up.
Is this just a SCEE(Sony Computer Entertainment Europe) deal and Europe is gay and haven't gotten that far yet? Can I change some settings and it will direct me to the SCEA store? Or am I blind and just didn't see the link?
