Protocol Timeout error FFXI-3113

Having trouble getting to the character select screen. Playonline works fine but once I get to fullscreen I press accept and it gets stuck at acquring player data then times out after a few minutes and gives me a FFXI-3113 error. This problem comes up probably 90% of the time I try to log in. It didn't start until I started using my college internet/using an ethernet cord. I have friends who play on the same internet just fine but mine isn't so great. I have contacted my college internet provider and all of the ports needed are open on the router. I play on Windows Vista by the way and hope someone can help me resolve this problem.

Also turning off firewall does not help

Do you have something like peer guardian, or any other program that might be blocking IPs from connecting to you? That's the only thing I can think of that would cause this.

Not sure what that is so I don't think I have a program like that >.>
